कुशीनगर जनपद के नगर पंचायत खड्डा के सभासदों ने अपने मांग पत्र में लिखा है कि नगर पंचायत खड्डा, जनपद कुशीनगर में व्याप्त भ्रष्टाचार के विरुद्ध लगातार 6 महीने से शासन और प्रशासन को हम सभी सभासदों द्वारा दिए गए शिकायती पत्रों की जांच, कार्रवाई और न्याय में हो रही देरी को लेकर निम्नलिखित पन्द्रह सूत्रीय मांगों के साथ हम सभी सभासद गण दिनांक 04- 01- 2021 को नगर पंचायत परिसर में अनिश्चितकालीन धरना के लिए बाध्य हैं। जिसकी समस्त जिम्मेदारी शासन और प्रशासन की है।

1- 6 माह पूर्व जिलाधिकारी महोदय सहित अन्य उच्चाधिकारियों को दिए गए आठ शिकायती पत्रों का निस्तारण धरना पर बैठने के तीन दिन के भीतर करवा कर आरोपितों के विरुद्ध एफआईआर दर्ज करायी जाय। अन्यथा हम आमरण अनशन के लिए बाध्य होंगे। जिसकी समस्त जिम्मेदारी शासन, प्रशासन की होगी।

2- तीन वर्षों में होने वाली कम से कम 36 बोर्ड की बैठकों की जगह महज 13 बैठक ही हुई। 13 बैठकों में से लगातार 11 बैठकों से गायब रहने वाली अध्यक्षा महोदया का वित्तीय व प्रशासकीय पावर सीज कर बर्खास्त किया जाए.

3- बीते एक वर्षों से बोर्ड की बैठक नहीं कराए जाने की स्थिति में नगरपालिका एक्ट 1916 की धारा 89 के तहत जिलाधिकारी महोदय बोर्ड की बैठक किसी सभासद की अध्यक्षता में कराने की अनुमति प्रदान करें।

4- सुभाष चौक पर स्थित वाटर एटीएम को जनहित में तत्काल प्रभाव से चालू कराया जाय।

5- अधिशासी अधिकारी को निलंबित कर उनके द्वारा बिना बोर्ड के प्रस्ताव के मनमाने ढंग से अध्यक्ष प्रतिनिधि से आउटसोर्सिंग, वर्कआर्डर और टेंडर से कराए गए कार्यों की जांच कराकर बर्खास्त किया जाय।

6- एसडीएम स्तर के अधिकारी को प्रशासक नियुक्त करने के बाद ही सभी प्रकार के टेंडर, वर्कऑर्डर और अन्य प्रकार का भुगतान किया जाय, अन्यथा सभी प्रकार के भुगतान पर रोक लगायी जाय।

7- नगर पंचायत कार्यालय में सीसीटीवी कैमरा लगाया जाय ताकि भ्रष्टाचार कम हो सके।

8- बीते तीन वर्षों में विद्युत बल्ब, सीएफएल, हाईमास्ट, तार आदि सामग्री कम संख्या में क्रय कर अधिक सामग्री का भुगतान किया गया है इसकी जांच कर दोषियों के विरुद्ध एफआईआर दर्ज कराया जाय।

9- बिना कार्य कराए वर्कआर्डर से किए गए रुपये की भुगतान की जांच कराकर दोषियों के विरुद्ध एफआईआर दर्ज करायी जाय।

10- नपं अध्यक्ष की सूचना रजिस्टर, वर्कआर्डर, टेंडर पर किए गए सभी हस्ताक्षर और बैंक चेक पर किए गए हस्ताक्षर का मिलान कर किसी एक्सपर्ट से जांच करायी जाय।

11- अध्यक्ष की अनुपस्थिति में अध्यक्ष कार्यालय में उनकी कुर्सी पर बैठ काम करने वाले व अधिशासी अधिकारी के विरुद्ध मुकदमा दर्ज कराया जाय।

12- पांच माह पूर्व जिलाधिकारी महोदय सहित अन्य उच्चाधिकारियों को दिए गए आठ शिकायती पत्रों का निस्तारण 24 घण्टे के भीतर करवा कर आरोपित के विरुद्ध एफआईआर दर्ज करायी जाय।

13- नपं खड्डा के सभासदों द्वारा जिलाधिकारी महोदय को दिए गए शिकायती पत्रों के बाद नामित जांच अधिकारी ज्वाइंट मजिस्ट्रेट महोदय कसया और उपजिलाधिकारी महोदय खड्डा द्वारा जिलाधिकारी महोदय को भेजी गयी जांच रिपोर्ट का नकल हम सभी को शीघ्र दिया जाय।

14- नगर पंचायत कार्यालय में अध्यक्ष प्रतिनिधि के प्रवेश और हस्तक्षेप पर रोक लगायी जाय।

15- ठेकेदारों से लिए गए कमीशन का रुपया तथा उनके डीज़ल पंप के खाते की पिछले तीन वर्षों से बल्क डिपॉजिट की जांच कराया जाय।
