उत्तर प्रदेश के माननीय मुख्य मंत्रीश्री योगी आदित्यनाथ जी के समुदाय आधारित आपदा प्रबंधन क्षमतायों को मजबूत करने की पहल से उत्तर प्रदेश राज्य आपदा प्रबंधन प्राधिकरण, लखनऊ ने समुदाय आधारित आपदा प्रबंधन प्रशिक्षण को निष्पादित करने के लिए टाइम्स सेन्टर फॉर लर्निंग लिमिटेड (दा टाइम्स ऑफ इण्डिया समूह)को अनुबधित किया है।
इस परियोजना के प्रथम चरण मे यू0पी0-112 मुख्यालय सभाकर माह दिसम्बर, 2020 को प्रदेश के सभी 75 जनपदो के 7 हितधारक विभागो के 500 से अधिक अधिकारियों को सफलतापूर्वक प्रशिक्षित किया गया। प्रशिक्षण कार्यक्रम मे अपर जिला अधिकारी(रा./वि.), पुलिस अधीक्षक,जिला सहायक अभियंता लोक निर्माण विभाग,जिला सहायक अभियंता सिचाई विभाग,जिला कृषि अधिकारी, जिला स्वास्थ अधिकारी एवं अग्निशमन विभाग के एफ.एस.ओ स्तर के अधिकारी शामिल थे।
राज्य स्तरीय प्रशिक्षण कार्यक्रम के पश्चात जिला स्तर और ग्राम पंचायत स्तर के प्रशिक्षण मे 2000 से अधिक राज्यपत्रित और आराज्यपत्रित अधिकारी और प्रदेश के 19 आपदा प्रभावित जिलों कुशीनगर,गोरखपुर, लखनऊ, वाराणसी, गाजीपुर, बलिया, सोनभद्र, आजमगढ़,बस्ती, महराजगंज, बाराबंकी, अयोध्या, गोंडा, बहराइच, लखीमपुरखीरी, अलीगढ़, मुरादाबाद, चित्रकूट एवं झाँसी के 950 गावों के 50000 से अधिक ग्रामीणो को 2 महीने की अवधि मे आपदा प्रबंधन मे प्रशिक्षित किये जाने का लक्ष्य निर्धारित किया गया है।
परियोजना के द्वितीय चरण मे जिला स्तरीय प्रशिक्षण कार्यक्रम जिला आपदा प्रबंध प्राधिकरण कुशीनगर नगर के सहयोग से विकाश भवन सभागार, विकाश भवन कुशीनगर मे आज दिनाँक 20 जनवरी 2021 को सम्पन्न हुआ ।
प्रशिक्षण कार्यक्रम का शुभारंभ मुख्य विकास अधिकारी अन्नपूर्णा गर्ग एवं अपर जिलाधिकारी वित्त /राजस्व विंध्यवासनी राय ने जिला आपदा प्रबंध प्राधिकरण कुशीनगर के जिला आपदा विशेषज्ञ श्री रवि प्रताप राय,सहायक सूचना अधिकारी,प्रतिभागी, समस्त सी.एच.सी., पी.एच.सी., समस्त खण्ड विकास अधिकारी, बाढ़ खण्ड, पशुपालन, उद्यान, आपूर्ति, मत्स्य पालन, पुलिस एवं अन्य विभाग और टाइम्स सेन्टर फॉर लर्निंग लिमिटेड के प्रोजेक्ट मैनेजर पवन कुमार पाण्डेय की उपस्थिति मे किया गया। मुख्य विकास अधिकारी ने सभी से अपेक्षा करते हुए कहा कि ये प्रशिक्षण बहुत ही महत्वपूर्ण है आप सभी ध्यान पूर्वक प्रशिक्षण प्राप्त कर अन्य को भी लाभान्वित कराए।
प्रशिक्षण के समय यह बताया गया कि टाइम्स सेन्टर फॉर लर्निंग लिमिटेड,जिला आपदा प्रबंध प्राधिकरण कुशीनगर के सहयोग एवं उत्तर प्रदेश राज्य आपदा प्रबंधन प्राधिकरण, लखनऊ के मार्गदर्शन मे जनपद के गावों मे त्वरित आपदा प्रबंधन टास्क फोर्स एवं गावों की आपदा प्रबंधन योजना तैयार करेगा।
प्रतिभागी एवं प्रशिक्षक- समस्त सी.एच.सी., पी.एच.सी., समस्त खण्ड विकास अधिकारी, बाढ़ खण्ड, पशुपालन, उद्यान, आपूर्ति, मत्स्य पालन, पुलिस एवं अन्य विभाग के अधिकारी उपस्थित रहे। विषय विशेज्ञ एवं प्रशिक्षक के रूप मे डॉ मजहर रसीदी एवं अशफांक अहमद ने अपना योगदान दिया।
मुख्य विकास अधिकारी कुशीनगर ने सन्देश के माध्यम से समस्त को निर्देशित किया कि किसी विकाश परियोजना मे आपदा न्यूनी करण तत्वो का समाहित किया जाना आवश्यक है इसके अभाव मे विकास संभव नहीं है। अतः समस्त उपस्थित विभाग विभिन्न आपदायों और भौगोलिक परिस्थियों को दृष्टि-गत रखते हुये योजनायों का निर्माण करे जो विकास मे सहायक सिद्द हो, उन्होंने कहाकि इस बात का विशेष ध्यान रखा जाय कि वास्तविक आंकणो को ही ग्राम आपदा प्रबंधन योजना निर्माण मे शामिल किया जाये। जिससे अपदायों के दौरान ससमय प्रतिउत्तर कार्य मे सहायता प्राप्त हो सके और जन धन कि क्षति को कम किया जा सके। इस परियोजना मे जिला प्रशासन से जिस भी स्तर आवश्यक सहयोग कि आपेक्षा है प्रदान किया जायेगा ।
अपर जिला अधिकारी (वि/रा)विंध्यवासिनी राय ने प्रदेश सरकार द्वारा आपदा न्यूनीकरण हेतु किये जा रहे कार्यो विशेष कर आपदा से प्रभावित व्यक्तियों/परिवारों को दी जाने वाली सहायता के लिये समस्त को अवगत कराया । उन्होने प्रशिक्षण मे प्रतिभाग कर रहे अधिकारियों व कर्मचारियों को निर्देशित किया कि शासन कि आपेक्षा के अनुरूप योजना का निर्माण प्रभावी रूप से किया जाये और जनपद -कुशीनगर को नोडल/मॉडल जनपद के रूप मे विकसित किया जाये।उन्होने कहा कि परियोजना के माध्यम से ग्राम स्तर पर गठित की जा रही ग्राम आपदा प्रबंधन समिति को विशेष पहचान दी जाये जिससे वे प्रथम प्रति उत्तरदाता के रूप मे कार्य कर सके।
रवि प्रताप राय,जिला आपदा विशेषज्ञ, कुशी नगर ने जिला आपदा प्राधिकरण कुशीनगर की ओर से प्रशिक्षण कार्यक्रम मे उपस्थित सभी अथितियों एवं प्रतिभागियों का धन्यवाद ज्ञापित करते हुये आपदा प्रबंधन द्वारा संचालित विभिन्न योजनायों एवं उनके माध्यम से जन-जन को होने वाले लाभ के बारे मे विस्तार पूर्वक बताया।
प्रशिक्षण कार्यक्रम को सफल बनाने मे दा टाइम्स समूह के पवन कुमार पाण्डेय, देवेन्द्र सिंह तथा जिला आपदा प्रबंधन प्राधिकरण, कुशीनगर से रवि प्रताप राय एवं सहायक जिला सूचना अधिकारी आदि का विशेष सहयोग रहा ।
