उत्तर प्रदेश में त्रिस्तरीय पंचायत चुनाव की अधिसूचना मार्च के दूसरे हफ्ते में किसी भी दिन जारी हो सकती है। निर्वाचन आयोग इसकी तैयारी में जुट गया है। 30 अप्रैल तक त्रिस्तरीय पंचायत चुनाव कराने की हाई कोर्ट के निर्देश के मद्देनजर निर्वाचन आयोग 42 से 45 दिनों में पूरी चुनाव प्रक्रिया संपन्न कराने की तैयारी में जुटा है। हाईकोर्ट के आदेश के तहत राज्य सरकार को 17 मार्च तक सभी सीटों का आरक्षण का काम भी पूरा कर लेना है। गौरतलब है कि मई 2021 तक चुनाव कराने की निर्वाचन आयोग की मांग इलाहाबाद हाई कोर्ट अस्वीकार कर चुका है। न्यायमूर्ति एम एन भंडारी और न्यायमूर्ति आरआर अग्रवाल की खंडपीठ ने विजय उपाध्याय कि याचिका को निस्तारित करते हुए आदेश दिया है कि 30 अप्रैल तक चुनाव करा लिए जाएं। लिहाजा अब आयोग को 42 से 45 दिनों में ही चुनाव प्रक्रिया पूरी करनी होगी। सूत्रों का कहना है कि तैयारी 18 मार्च को त्रिस्तरीय पंचायत चुनाव अधिसूचना जारी करने की है। नियत समय पर प्रक्रिया पूरी करने के मकसद से आयोग ग्राम प्रधान,ग्राम पंचायत सदस्य, क्षेत्र पंचायत सदस्य, और जिला पंचायत सदस्य के लिए एक साथ मतदान कराने पर विचार कर रहा है। इस पर भी विचार हो रहा है कि चुनाव चार चरणों कराए जाएं। इन चरणों में प्रदेश के अलग-अलग क्षेत्र बनाकर चुनाव सम्पन्न कराए जाएं इस पर भी विचार हो रहा है।
कोरोना की वजह से हुई देरी
उत्तर प्रदेश में त्रिस्तरीय पंचायत चुनाव कायदे से पिछले साल 28 दिसंबर 2020 से पहले हो जाना चाहिए था। लेकिन कोरोना की वजह से इसमें देरी हुई लेकिन गुरूवार को हाईकोर्ट के आदेश के बाद अब इसमें और देरी की गुंजाइश नहीं रह गई है। चुनाव आयोग को 30 अप्रैल तक शुरु की प्रक्रिया पूरी करनी ही है। त्रिस्तरीय पंचायत चुनाव पर हाई कोर्ट के फैसले के बादकोर्ट द्वारा निर्धारित समय सीमा में चुनाव कराने के लिए तैयार है। तैयारियों का ब्योरा देते हुए उन्होंने बताया था कि मतदाता सूची प्रकाशित हो चुकी है।52,50 करोड़ मतपत्र और 90 हजार मतपेटियां जिलों में भेजी जा चुकी है।अमिट स्याही का आर्डर भी हो चुका है। लिहाजा अब देरी का कोई कारण नहीं है।
