बैठकों में दिए गए निर्देशों का पालन शतप्रतिशत सुनिश्चित करें अधिकारी गण-प्रभारी मंत्री
अंकित कुशवाहा ब्यूरो प्रमुख कुशीनगर-
जनपद के समग्र व सर्वाग्रीण विकास के लिये आगामी वित्तीय वर्ष 2021-22 के लिये 486.99 करोड का परिव्यय आज कलेक्ट्रेट सभागार में आयोजित प्रभारी मंत्री/निजी सचिव मा0 सहकारिता विभाग श्री मुकुट विहारी वर्मा की अध्यक्षता में जिला योजना समिति की बैठक में अनुमोदित की गयी।
प्रभारी मंत्री श्री वर्मा ने कहा कि जनपद के विकास के लिये अनुमोदित परिव्यय को अन्तिम रुप दिये जाने में सभी अधिकारी अपनी भूमिका का निर्वहन करेगें। जनप्रतिनिधियों द्वारा जो भी सुझाव दिये गये है, उसका भी प्राथमिकता से पालन करेगें। उन्होने यह भी कहा कि जनप्रतिनिधियों द्वारा जो भी समस्याये या डिमाण्ड किये जाये उसमें की गयी कार्यवाहियों से उन्हे भी अवगत करायेगें, तो उससे उन समस्याओ के समाधान में शासन स्तर पर पहल किये जाने में भी जनप्रतिनिधि अपनी भागीदारी को निभा सकेगें। उन्होने अनुमोदित परिव्यय के अनुमोदन में सभी के प्रति सहयोग किये लिये धन्यवाद ज्ञापित करते हुए कहा कि अनुमोदित परिव्यय जिले के विकास के लिये काफी अहम साबित होगा। अधिकारी इसे विकास कार्यो में लगाये जाने के लिये अपने निष्ठा को दर्शित करते हुए क्रियान्वित करेगें तो परिणाम बेहतर होगा। उन्होने पुराने अनुमोदन के अवशेष धनराशियों को भी तीव्र गति से व्यय करने व लक्ष्यपूर्ति शतप्रतिशत किये जाने को कहा।
प्रभारी मंत्री जी ने द्वारा कई मुद्दों पर चर्चा की गई साथ ही जन प्रतिनिधियों की शिकायतों को सुना गया तथा सम्बन्धित अधिकारियों से उन शिकायतों के संदर्भ में निपटारा किये जाने सम्बन्धी पूछ ताछ भी की गई। कृषि विभाग द्वारा विकास खण्ड स्तर पर की गई संगोष्ठियों में दलहन/तिलहन पर फोकस नही किये जाने/ मा0 जन प्रतिनिधियों को नही बुलाने पर नाराजगी व्यक्त करते हुए प्रचार-प्रसार कराये जाने का निर्देश उप निदेशक कृषि को दिए गए। आयुष्मान भारत योजना अन्तर्गत कार्डों की सूची सभी मा0 जनप्रतिनिधियों को उपलब्ध कराने के निर्देश सहित बताया गया कि जनपद में 11 लाख कार्डों के सापेक्ष अभी तक जनपद में 246926 कार्ड बने है। नव निर्मित सड़कों पर शिलापट्ट लगाए जाने के सम्बंध में भी अधि0 अभि0 पीडब्ल्यूडी को आवश्यक दिशा निर्देश दिए गए। विद्दुत विभाग के कार्यों के संदर्भ में मा0 विधायक हाटा व फाजिलनगर द्वारा विजली तार, पोल न होने तथा विभाग द्वारा मनमानी बिल देने की शिकायत संज्ञान में आने पर सम्बन्धित को फटकार लगाते हुए शिकायतों का शीघ्र निस्तारण कर सूचित करने का निर्देश दिए गए। सीमांत कृषकों को उत्पादकता बढ़ाने हेतु सहायता व दुग्ध विकास,पर्यटन,प्राथमिक शिक्षा, नगर विकास,शादी विवाह योजना,विधवा, वृद्धा, दिव्यांग पेंशन योजना की भी समीक्षा करते हुये सम्बन्धित को आवश्यक दिशा निर्देश दिए गए।
मा0 मंत्री जी जोर देते हुए कहा कि बैठकों दौरान दिए गए निर्देशों का पालन अधिकारी गण शत प्रतिशत सुनिश्चित करें अन्यथा कार्यवाही के लिए तैयार रहे। उन्होंने उक्त सभी कार्यों में मा0 जन प्रतिनिधियों की सहभागिता के लिए आवश्यक निर्देश दिए साथ ही उन्होंने क्रियान्वित योजनाओं के समुचित प्रचार-प्रसार पर जोर दिए गए ताकि सरकार की योजनाओं का लाभ पात्र व्यक्तियों तक पहुंच सके।
जिलाधिकारी ने सभी विभागो को अनुमोदिन परिव्यय को अपने विभागाध्यक्षों से पहल कर रिलिज कराये जाने का निर्देश दिया गया, तथा उन्होंने कहा कि मेरे स्तर से भी पहल की आवश्यकता हो तो शासन स्तर पर मेरे द्वारा भी पत्र व्यवहार संबंधित अधिकारी सुनिश्चित करायें।
जिलाधिकारी श्री लिंगम ने मा0 प्रभारी मंत्री जी को आश्वस्त किया कि दिए गए निर्देशों का अनुपालन शत प्रतिशत सुनिश्चित कराया जाएगा।
अनुमोदित परिव्यय में कृषि विभाग के लिए 30 लाख,गन्ना विकास 769.73 लाख,एस एमएफपी के लिये 1000 लाख, वन विभाग हेतु 877 लाख, सहकारिता 876.40 लाख का परिव्यय अनुमोदित किया गया।
सड़क एवं पुल मद में 50 करोड़,17 लाख, एवं मनरेगा व प्रधान मंत्री आवास योजना ग्रामीण हेतु सर्वाधिक 201 करोड़ 63 लाख 15 हजार रुपये परिव्यय प्रस्तावित किया गया।
मुख्य विकास अधिकारी अनुज मलिक ने प्रभारी मंत्री श्री वर्मा जी सहित समिति के सभी सदस्यों के प्रति आभार ज्ञापित किया तथा समिति को आशवस्त किया कि जनपद के विकास के लिये जिला योजना को समग्र रुप दिया जायेगा। उन्होने अधिकारियों को जन प्रतिनिधियों द्वारा लाये गये समस्याओं का भी निराकरण भी समयबद्धता के साथ किये जाने को कहा। अन्त में सभी के प्रति धन्यवाद ज्ञापित किया।
बैठक में मा0 विधायक कुशीनगर रजनीकांत मणि त्रिपाठी, खड्डा विधायक जटाशंकर त्रिपाठी, हाटा पवन केडिया, रामकोला रामानंद बौद्ध, भाजपा जिलाध्यक्ष प्रेमचंद मिश्र,मा0 सांसद प्रतिनिधि, कैविनेट मंत्री/पड़रौना विधायक प्रतिनिधि श्री राम, मा0 फाजिलनगर विफ़हस्यक प्रतिनिधि, मुख्य विकास अधिकारी श्रीमती अनुज मलिक, अपर जिलाधिकारी विंध्यवासिनी राय, सी0एम0ओ0 डा0 नरेंद्र गुप्ता, डीडीओ शेषनाथ चौहान सहित अन्य जिला स्तरीय अधिकारी गण, यांत्रिक विभागो के अभियंता गण आदि मौजूद रहे।
