उत्तर प्रदेश अनुसूचित जाति और जनजाति आयोग के माननीय अध्यक्ष श्री रामबाबू हरित, माननीय उपाध्यक्ष श्री राम नरेश पासवान एवं माननीय सदस्या श्रीमती अनीता सिद्धार्थ ने आज जिलाधिकारी, पुलिस अधीक्षक, अपर जिलाधिकारी, समाज कल्याण अधिकारी, मुख्य चिकित्सा अधिकारी तथा जिला सूचना अधिकारी के साथ कलेक्ट्रेट सभागार में एक बैठक ली।
उक्त बैठक में माननीय अध्यक्ष, उपाध्यक्ष के द्वारा जनपद स्तरीय अधिकारियों से अनुसूचित जाति एवं जनजाति के संबंध में समस्याओं के संदर्भ में पूछताछ की गयी। इस क्रम में पुलिस अधीक्षक महोदय से अनुसूचित जाति जनजाति से संबंधित लंबित मामलों के बारे में पूछताछ की गई तथा यह निर्देश दिया गया कि सभी लंबित मामले समय से निष्पादित हो जाएं। इस क्रम में पुलिस अधीक्षक महोदय ने जवाब दिया कि अनावश्यक विलंब वाला कोई प्रकरण जनपद कुशीनगर में नहीं है। उन्होंने पुलिस अधीक्षक महोदय से जनपद के थानों की व्यवस्था, थाने में बैठने, पीने के पानी की व्यवस्था के बारे में पूछताछ की। समाज के पिछड़े लोगों को, दबे कुचले लोगों की बातें सुनिए। पुलिस अधीक्षक महोदय ने कहा कि हम लोग मुसहर बस्ती जाते हैं, महिलाओं और बच्चे से वार्ता करते हैं तथा शासन प्रशासन उनके साथ है यह बात उन्हें समझाया जाता है। उन्होंने कहा कि कोई भी अधिकारी अपनी स्थिति का दुरुपयोग ना करें , झूठे केस में किसी को ना सताया जाए ,किसी को ना फसाया जाए।
आयोग को जिलाधिकारी महोदय ने जानकारी देते हुए बताया कि जनपद कुशीनगर के अति पिछड़े व दलित वर्गो में मुसहर बस्तियों पर फोकस किया जा रहा है। प्रधान मंत्री आदर्श ग्राम योजना, निःशुल्क राशन, राशन कार्ड, चौपाल के माध्यम से जागरूकता अभियान चलाया जा रहा है। उन्होंने कोशिश है कि गरीब लोगों को खाद्यान्न मिले, सरकारी योजनाओं का लाभ मिले, उन्होंने इन बस्तियों में टीकाकरण हेतु विशेष दल के गठित किए जाने की भी बात की।
आयोग द्वारा समाज कल्याण अधिकारी से भी पूछताछ की गई और बताया गया कि विभिन्न जनपदों में सामूहिक शादी कार्यक्रम का आयोजन हो रहा है, जनपद कुशीनगर में सामूहिक शादी का कार्यक्रम काफी कम हुआ है, इसको बढ़ाया जाए , थोड़ी मेहनत की जाए, गरीब, दबे कुचले अनुसूचित जाति के लोगों के प्रमाण पत्र में देरी ना की जाए।
मुख्य चिकित्सा अधिकारी को निर्देश देते उन्होंने बताया कि टीकाकरण के लिए इस समाज के लोगो में जागरूकता फैलाई जाए। पम्पलेट के माध्यम से उनके बीच जागरूकता अभियान चलाया जाए। एंबुलेंस की व्यवस्था की जाए। उन्होंने उनसे ऑक्सीजन प्लांट के संदर्भ में भी जानकारी ली। आयोग के सदस्यों ने अधिकारियों को निर्देश देते हुए बताया कि गरीब, दबे कुचले वर्ग, अनुसूचित जाति/ जनजाति के लोगों से अधिकारी ढंग से बात करें। आप अधिकारियों की तरफ से एक संदेश जनता को जाना चाहिये कि अधिकारी गरीबों की सुनते हैं। समाज कल्याण अधिकारी से उन्होंने विभिन्न जातियों की फाइल के बारे में पूछताछ की, उनसे आंकड़े मांगे गए कि कितने आवास बने हैं, पट्टा कितना है पट्टे में किसी ने दखल तो नहीं किया है।
उन्होंने जिलाधिकारी महोदय से आग्रह किया कि आदेश जारी की जाए कि गाँव में नालियों की उचित व्यवस्था हो, नाली को ढक्कन दार बनाया जाए, नालियों की साफ सफाई होती रहे।
इस क्रम में उक्त बैठक के बाद एक प्रेस वार्ता का भी आयोजन किया गया था। जिसमें अनुसूचित जाति और जनजाति की समस्याओं पर ध्यान केंद्रित किया गया। माननीय अध्यक्ष अनु0 जाति/जनजाति ने मीडिया को संबोधित करते हुए कहा कि किसी जाति , पद, भाषा आदि के आधार पर कोई भेदभाव नहीं होना चाहिए। सभी का सर्वांगीण विकास होना चाहिए, यही हमारा उद्देश्य है। गरीब,दलितों, पिछडो को रोटी, कपड़ा, मकान और मान सम्मान उपलब्ध करवाने हैं। बाबा साहेब भीमराव अंबेडकर के सपने की बात करते हुए उन्होंने कहा कि जितनी भी योजनाएं हैं ज्यादा से ज्यादा उन योजनाओं से गरीब और पिछड़ा समाज लाभान्वित हो। सरकार की उपलब्धियां उन्होंने गिनाते हुए बताएं कि प्रत्येक जनपद को 225 सामूहिक शादी योजना का लक्ष्य मिला है । आवास योजना, गैस कनेक्शन इन सब चीजों के बारे में उन्होंने मीडिया से बातचीत की। उन्होंने कहा कि जन-जन से मिलने के लिए जनपद में उनका भ्रमण कार्यक्रम चल रहा है, सरकार जनता के द्वार जा रही है, यदि किसी भी प्रकार की कोई समस्या हो तो व्हाट्सएप या सोशल मीडिया के माध्यम से भी आयोग को भेजा जा सकता है । मीडिया को लोकतंत्र का चौथा स्तंभ बताते हुए उन्होंने अनुसूचित जाति और जनजाति की आवाजों को उठाने के लिए कहा । उन्होंने बताया की सरकार जनता के द्वार जा रही है, हम लोग गरीब समाज से मिल रहे हैं, संबंधित अधिकारियों को निर्देश दे रहे हैं। 30 अगस्त से कोर्ट भी लगाने जा रहे हैं। न्याय दिलाना है तो उसका एक ही रास्ता है कि उसका निराकरण करें। प्रेस वार्ता के क्रम में प्रेस के सवालों का जवाब भी उन्होंने दिया। चुनावी वर्ष में इस प्रकार की त्वरित कार्रवाई पर उन्होंने जवाब दिया कि विपक्ष राई का पहाड़ बना रहा है। उन्होंने कहा कि जब से अधिनियम लागू हुआ तब कुछ कमियां रह गई थी उन कमियों को दूर किए जाने का प्रयास किया जा रहा है। इस सवाल पर कि अधिनियम का कुछ लोग दुरुपयोग भी कर रहे हैं लोगों को फंसाने के लिए, आयोग ने कहा कि अधिनियम का दुरुपयोग करने वाले लोग को हम लोग चिन्हित करके उन पर कार्यवाही भी करेंगे। उन्होंने कहा कि प्रेस द्वारा जन जन तक योजनाएं का प्रचार प्रसार कर जागरूकता फैलाई जानी चाहिए।
अंत में जिलाधिकारी महोदय ने आयोग को धन्यवाद देते हुए आश्वासन दिया कि इस प्रकरणों पर वे संवेदना रखते हैं ,और जिला प्रशासन इस प्रकार के प्रकरण पर आवश्यक कार्यवाही करेगा। इस अवसर पर जिलाधिकारी एस0 राजलिंगम, अपर जिलाधिकारी विंध्यवासिनी राय, पुलिस अधीक्षक सचिन्द्र पटेल भाजपा जिला अध्यक्ष प्रेमचंद्र मिश्रा, पूर्व विधायक रामकोला दीप लाल भारती, समाज कल्याण अधिकारी रश्मि मिश्रा एवं जिला सूचना अधिकारी कृष्ण कुमार मौजूद रहे।
